Dr. Buchanan’s research and teaching are chiefly in Bioethics, Political Philosophy and the Philosophy of International Law.  His work in Bioethics has focused on issues of access to health care, decision making for patients who lack decisional capacity, the responsibilities of health care professionals, and ethical issues concerning the application of genome science-based technologies to human beings.  He has participated in a number of national public deliberative bodies, including the following:  The President’s Commission for the Study of Ethical Problems in Medicine and Biomedical and Behavioral Research (Staff Philosopher), the Secretary of Health and Human Services Committee on Genetic Testing (consultant), The National Bioethics Commission (consultant), The President’s Advisory Committee on Human Radiation Experiments (staff consultant), the Advisory Council for the National Human Genome Research Institute (member).

Dr. Buchanan is the author of many articles in Bioethics and two books: Deciding for Others: the Ethics of Surrogate Decision (with Dan W. Brock) and From Chance to Choice: Genetics and Justice (with Dan W. Brock, Norman Daniels, and Daniel I. Wickler).  He was a principal Staff author of three President’s Commission Reports, two on ethical issues in genetics and one on access to health care.  In 2006-07 he was the first Scholar in Residence at Duke’s Institute on Genome Sciences and Policy.
